JOB DESCRIPTION

Our client is seeking an experienced consultant to support Capital Investment management and CPIC reporting efforts at a Federal Agency. Competitive candidates will possess experience managing major and non-major investments utilizing the Capital Planning and Investment Control (CPIC) at federal agencies (Department of Commerce preferred). Ideal candidates will be detail-oriented, high energy, and comfortable working in a team setting while managing their work on an independent basis. Day-to-day CPIC support activities include project schedule development and analysis, monitoring and control of project execution, change, risk and scope management, stakeholder engagement, communications and budget support for enterprise-wide projects and programs.

Clearance: US Citizen and ability to obtain clearance.

The job responsibilities include:
  • Assist in the preparation, submission, maintenance, and consolidation of OMB business cases
  • Support the development and implementation of IT CPIC portfolio management policy, procedures, and guidance
  • Work collaboratively with key investment stakeholders
  • Provide investment management process coordination including analysis and review of the IT portfolio through all phases of the investment management process
  • Assist in responding to Budget/IT portfolio data calls from OMB and the department
  • Consolidate documentation, draft presentations, and support Federal staff in making key business decisions
  • Assess impact of annual OMB policy and requirement changes on NOAA CPIC policies and processes
  • Serve as Subject Matter Expert (SME) on CPIC management for portfolio stakeholders and provide recommendations for improvements to processes

Required Skills:
  • 2+ years of experience working with the CPIC process and its governing laws
  • Strong quantitative skills and the ability to work with budget and program data
  • Experience with CPIC, OMB budget formulation and execution, and reviewing, scoring and updating IT Investment business cases
  • Understanding of the full federal appropriations cycle as it relates to satisfying OMB Capital Planning Requirements
  • Excellent analytical, teaming, and interpersonal skills
  • Excellent written, verbal communication, and presentation skills

  • Experience with MS Office Suite (Word, Excel, PowerPoint, Project, Visio)
  • Experience with Google e-mail, calendar, and document services
  • A. or B.S. in Business, Information Systems, or related fields
  • Must have Federal IT consulting experience
  • Must be a US citizen

Desired Skills
  • DOC/NOAA experience
  • Strong writing and editing ability (e.g., experience in authoring white papers)
  • PMI certification (PMP or CAPM)
